Moon's approval rating has declined for nine straight weeks since hitting 65.3 percent in late September following his third summit with North Korean leader Kim Jong-un in Pyongyang.

But the line has since then been put out of service due to heightened tension over the North's nuclear development programme.

China's influence as North Korea's largest trading partner is viewed as key to any significant agreement between the USA and North Korea.

But differences remain between Washington and Seoul on how to proceed with Kim, as the dovish Moon favours more robust engagement with the North.
