As Ukraine mulls imposing martial law, National Corps protester Rodion Kudryashov said the measure shouldn't last more than 30 days because it shouldn't disrupt elections planned for March.

Poroshenko said 10 of Ukraine's 27 regions - the ones most likely to bear the brunt of a potential Russian strike - would be subject to martial law.

The vote came after an emotional address by President Poroshenko, who promised not to restrict basic freedoms.

"All hell broke loose", Yelchenko said, adding that Moscow's act of aggression breached several bilateral and global agreements.

The escalating crisis came amid global outrage over the incident in the Kerch Strait, with European Council President Donald Tusk condemning Russia's "use of force" and demanding it "return Ukrainian sailors, vessels and refrain from further provocations".

Video footage from the clash, obtained and released by Arsen Avakov, the Ukrainian minister of internal affairs, appears to show the exact moment a suspected Russian ship slams into the side of a Ukrainian tugboat in the shallow waters between Russia and the Ukraine.

All three vessels were detained in the incident, in which three Ukrainian servicemen were wounded, according to Russian Federation.

"The FSB said it had been forced to act because the ships - two small Ukrainian armored artillery vessels and a tug boat - had illegally entered its territorial waters, attempted illegal actions, and ignored warnings to stop while maneuvering dangerously."

'There is also information that two Ukrainian sailors have been injured'.

US Secretary of State Mike Pompeo condemned "this aggressive Russian action" in a statement calling for Russia to return the Ukrainian vessels and release the detained seamen.

"What we witnessed this weekend is yet another reckless Russian escalation" of what began with Russia's seizure of Crimea from Ukraine in 2014 and its ongoing support for separatists in eastern Ukraine, said Haley, who will step down as United Nations ambassador at the end of the year.

"Such actions pose a threat to the security of all states in the Black Sea region", the statement said, "and therefore require a clear response from the global community".

The best way to accomplish that is to control the highly strategic Strait of Kerch, the narrow waterway between the Black Sea and the Sea of Azov.

Mr Stoltenberg said Mr Poroshenko told him over the phone, "the introduction of martial law will not hinder the working of the democratic institutions" in Ukraine.

European Union foreign ministers will discuss a range of issues in Brussels on Monday (19 November), including for the first time the militarisation of the Azov Sea, which according to diplomats has been effectively blockaded by Russian Federation.

Cold and brisk temps for your Thanksgiving weekend
Flights in and out of JFK Airport could also be delayed because of the gales, as a blast of Arctic air arrives from Canada. Or, the region could challenge a record for its coldest Thanksgiving on record - a high of 31 degrees in 1930.

The Kerch Strait is the only passage between the two seas.

"We do not like what´s happening", said Trump, adding that "hopefully it will get straightened out".

"We constantly assess what more we can do because Russian Federation has to understand that its actions have consequences", Stoltenberg said in response to a Kyiv Post question about concrete actions the 29-nation alliance can take if the situation deteriorates. Russia, which annexed Crimea from Ukraine in 2014, defended its actions, saying the Ukrainian warships sailed into its territorial waters and were carrying out "dangerous maneuvers", the Tass news service reported, citing the FSB. "In August, the United States condemned Russia's harassment of worldwide shipping in the Sea of Azov and the Kerch Strait", she continued.

The risk is that the conflict in eastern Ukraine could intensify.
