State legislators began working on the bill when the Trump administration began to scale back net neutrality regulations a year ago, with many Democrats viewing the legislation as a victory against the White House.

California Governor Jerry Brown just signed a #NetNeutrality bill. Attorney Jeff Sessions said in a statement, "under the Constitution, states do not regulate interstate commerce-the federal government does".

In March, Brown accused the Trump administration of essentially declaring war on the most populous USA state after the Justice Department sued to stop policies that protect illegal immigrants against deportation. The bill, which seeks to revive regulations repealed past year by the Federal Communications Commission, was signed by Gov.

California Attorney General Xavier Becerra swiftly criticised the DOJ action saying the Trump Administration continues to ignore the "millions of Americans who voiced strong support for net neutrality rules, California - home to countless start-ups, tech giants and almost 40 million consumers - will not allow a handful of power brokers to dictate sources for information or the speed at which websites load".

Sources familiar with the talks told Reuters on September 11 that Canada was ready to give the United States limited dairy access. Canada would be allowed on board, he explained, but they'd have to agree to the terms spelled out in the bilateral agreement.

It also applies the net neutrality rules to so-called "interconnection" deals between network operators, something the FCC's 2015 rules didn't explicitly do.

Brown did not explain his reasons for signing the bill or comment on the federal lawsuit Sunday night.

Net neutrality advocates worry that without rules, internet providers could create fast lanes and slow lanes that favor their own sites and apps or make it harder for consumers to see content from competitors.

The new law bans interconnection fees and has a "zero-rating" rule, which means telecom companies would exempt certain applications or services from counting toward a consumers data cap.

The law applies to companies that report having their principal executive offices in California. An identical bill was introduced in NY.

However, the Attorney General for California, Xavier Becerra, said that the Trump administration was ignoring millions of Americans who supported net neutrality rules.
