With a Commons vote expected in the next few months, Mr Starmer is set to say that Labour will oppose any deal which fails the party's six tests, including delivering the "exact same benefits" of single market and customs union membership.

"And the voices demanding a democratic final say on the outcome of Brexit negotiations are only going to get louder in the weeks to come as the gap between what was promised two years ago and reality gets wider".

Labour would need time to affect a negotiating shift if they were to win snap general elections, but with less than six months to go and the parliament deeply divided, there is little hope that the current impasse over the UK's relationship with the European Union can be resolved without a second referendum.

He then took up a seat in the Main Stand alongside Shadow Chancellor John McDonnell - who was born in the city and is a Liverpool supporter.

Mr McDonnell said the party would only consider a second referendum if it became impossible to force an election.

A Labour spokesman said: "The point Dawn was making was that like the Thatcher government of the 1980s, this Tory Government has prioritised tax cuts for the rich while cutting services like women's refuges that save lives and keep women safe".
