The plane was shot down by a Syrian missile, but Russia faulted Israel for the crash because an Israeli fighter jet allegedly had used the Russian plane as a screen against Syria's air defenses.

However, an Ilyushin Il-76MD plane of the Russian Air Force 223rd Flight Unit was spotted flying from Russian Air Force base in Mozdok, Ossetia to the Russian base in Humaymim, Latakia through Turkish airspace. "And it's not our fault" Shoigu said.

Israel expressed its condolences to Russian Federation over the tragedy but repeatedly denied responsibility while pinning the blame on Damascus.

Russia's Deputy Foreign Minister Mikhail Bogdanov told TASS on Monday that he hopes his country's decision to provide S-300 air defense systems to Syria won't spoil Russian-Israeli relations.

"According to information of our military experts, the reason (behind the downing) were premeditated actions by Israeli pilots which certainly can not but harm our relations", Kremlin spokesman Dmitry Peskov told journalists.

USA national security adviser John Bolton meanwhile said Monday that delivery of the Russian S-300 would be a "significant escalation" in already high tensions in the region, and Secretary of State Mike Pompeo said he would raise the matter this week with his Russian counterpart Sergey Lavrov at the U.N. General Assembly.

Peskov said the measures were "not directed against third countries but towards defending our own military".

"One thing needs to be clear: If someone shoots at our planes, we will destroy them".

Much of Syria's air-defense network has been provided by Russian Federation but consists of weapons that are older and less effective than the S-300. "It doesn't matter if it's an S-300 or an S-700", he said.

If delivered, the S-300s would further shift the military balance in Syria in favor of Assad as well as Iran and its allied militia Hezbollah, which have vowed to maintain a presence in Syria even though the war is winding down, over Israel's objections.
