Earlier Tuesday, President Donald Trump directed the US flag to "be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its territories and possessions" until sunset. Annapolis Mayor Gavin Buckley subsequently asked the White House to order the lowering of American flags.

"We waited all of Saturday, all of Sunday", Buckley said.

"At this point in time, it would start to polarise people and I don't want to make people angry", Mr Buckley, 55, who moved to the U.S. in 1992 and has become a successful restaurant owner in Annapolis, said. Sanders says the proclamation will be going out shortly.

Trump is scheduled to meet with Putin several days after he stops in Brussels for a North Atlantic Treaty Organisation summit. He reiterated his plans to push fellow North Atlantic Treaty Organisation members to devote more of their budgets to defence.

Sanders said she spoke to Buckley Monday night to inform him of the President's decision, adding that she was "not sure about the process" which led to Buckley's claim that his request was initially denied.

According to the Capital Gazette, White House press secretary Sarah Huckabee Sanders called Buckley on Tuesday morning to let him know the decision had been reversed. It was an attack on freedom of speech.

Maryland Gov. Larry Hogan (R) has also ordered state flags flown at half-mast.

In a statement on the day of the shooting, Scott said: "My wife, Ann, and I are thinking of the journalists in newsrooms in Florida and across the country".

The mass shooting in Las Vegas killed 58 people. More recently, it flew at half-staff after 10 people were killed at a high school in Santa Fe, Tex.

Even so, Brandon Rottinghaus, a University of Houston professor who studies presidential proclamations, tells USA Today that the Maryland shooting transcends the number killed because "the crucial role of the free press in America puts their status on par with any other government official". Obama did eventually make such an order, five days after the killings.
