A three-judge U.S. Court of Appeals panel in Washington on Thursday denied the former Trump campaign chairman's bid for freedom, saying he'd not shown them that his request should be granted before they rule on his underlying challenge.

Judge T.S. Ellis, who is overseeing the Alexandria case, ordered a hearing for Tuesday to weigh motions by Manafort to move the first trial to a more Trump-friendly area of Virginia and to postpone it until after the Washington trial was done. His attorneys had told courts he was being held in "solitary confinement" and struggled to prepare for his trials with his lawyers because of the 100 miles between him and the legal team.

The special counsel Robert Mueller, who charged Manafort in both cases, threw cold water on Manafort's argument in a new court filing Wednesday.

On monitored prison phone calls, Manafort has said he's been treated like a "VIP," Mueller said. "Manafort is also not required to wear a prison uniform". "When the team takes the laptop from the jail, it re-connects to the Internet and Manafort's emails are transmitted", prosecutors said.

"Manafort also possesses a personal laptop that he is permitted to use in his unit", prosecutors wrote.

Manafort was jailed last month after Mueller alleged he and an associate "knowingly and intentionally attempted to corruptly persuade another person... with intent to influence, delay, and prevent the testimony of any person in an official proceeding". He denied Manafort's request to throw out from the trial evidence investigators had obtained from his apartment in Alexandria last July. Phone calls with him were limited to 10 minutes, and electronic communications were restricted, they said. The judge added that Manafort's "access to counsel and his ability to prepare for trial trumps his personal comfort".

Prosecutors working for the special counsel in the Russian Federation inquiry, Robert Mueller, suggested to Ellis this week that Manafort was trying to delay the Virginia case so that he would face the charges in Washington first. But within hours of the judge's order, attorneys for Manafort asked that their client remain at Northern Neck Regional Jail, citing "his safety", among other things, even though they had complained his detention there was hurting his defense.

As of now, four states - Louisiana, Mississippi and North and South Dakota - have what are known as abortion "trigger laws". Such a decision is increasing in likelihood in a world where the Supreme Court is made of a conservative majority.

Manafort also asked to have his Virginia trial delayed on the grounds that he needed more time to review the many documents in the case, which centers on his work for a Russia-aligned political party in Ukraine.

The jail houses about 400 inmates, and at least 150 beds are reserved for federal prisoners like Manafort.

Separately, in Washington federal court, prosecutors building a second criminal case against Manafort disclosed their allegation that the longtime lobbyist's foreign lobbying violations date to the 1980s.

The special counsel said Manafort's actions violated federal law, and therefore violated the terms of his pretrial release. Manafort has pleaded not guilty to all charges.
