The National Weather Service said a flash flood warning was issued for the area through Sunday evening, calling it an "extremely risky situation" and urging motorists not to attempt to navigate flooded roads.

"Ellicott City Strong" events, promoting shopping and dining at the small businesses in the district, were well attended, including by Gov. Larry Hogan and other politicians.

Water peaked at levels higher than in historic flooding that killed two people and submerged the city in 2016.
