Louisiana Attorney General Jeff Landry said Baton Rouge officers Blane Salamoni and Howie Lake had good reason to believe Sterling, 37, was armed with a gun and was continuously resisting arrest.

Landry said his office reviewed all of the evidence compiled by the Justice Department, including opinions issued by independent experts, and also conducted its own interviews of eyewitnesses to the shooting. Their suit alleges the shooting fit a pattern of racist behavior and excessive force by the Baton Rouge police.

The announcement comes almost two years after Sterling was shot and killed outside a convenience store in the Louisiana capital.

Cops later found a loaded revolver in Sterling's pocket, according to the Justice Department. It also claims poor training and inadequate police procedures led to Sterling's death. "We came to this conclusion after countless hours of reviewing the evidence". Apparently, it was enough that Sterling failed to comply with the officer's orders, even though there was no visible proof that Sterling even reached for a gun in the first place.

That is when Sterling, Landry said, tries to get up and Salamoni "fires three more times".

Lavrov also speculated that the United States might have coerced some of the European countries into expelling Russian diplomats . Moscow threatened retaliation of the tit-for-tat variety, suggesting it would kick out an equal number of foreign diplomats.

Residents at the convenience store where Sterling was killed said they weren't surprised by Landry's decision.

The conclusions on Tuesday come after U.S. Attorney for the Middle District of Louisiana Corey Amundson, last year expressed publicly that after an "exhaustive, nearly year-long" federal investigation, they declined to pursue charges against either Salamoni or Lake II.

Landry's office also released a 34-page report which said Sterling's body tested positive for opioids, cocaine and other drugs, results that "clearly indicated that he was under the influence of a combination of illegal substances", this report stated.

During a 90-second encounter, Salamoni told Sterling, "I'll kill you, bitch", before the officers told him to put his hands on the hood of the vehicle.

Landry launched a state probe following the DOJ's ruling in May 2017 and later took over the investigation after the prosecutor for East Baton Rouge recused himself for a prior relationship he had with Salamoni's parents. This was a family man.

Attorney General Jeff Landry's spokeswoman declined comment on the planned meeting Tuesday morning, saying only that it will have an update at a news conference Tuesday on the investigation into the 2016 shooting death of Alton Sterling.

Landry told press Baton Rouge police officers Blane Salamoni and Howie Lake II's actions were "well-founded and reasonable" during Tuesday morning's press conference.

Of those officers, 41 have not been convicted, a lot of them acquitted by juries or during a bench trial, he said.

Quinyetta McMillon, the mother of Sterling's son, Cameron Sterling, said on Tuesday that the ruling emphasized their point.

Moments later, the officers wrestled Sterling to the ground, at which time he was shot. The next day Philando Castile was shot and killed in Minnesota by police officer and the aftermath was streamed on Facebook by his girlfriend.
