Cambridge Analytica told The Observer that its contract with GSR stipulated that Mr Kogan should seek informed consent for data collection and it had no reason to believe he would not.

Citing a New York Times investigation into Cambridge Analytica - a British data-analysis outfit funded by New York billionaire Robert Mercer, a major underwriter of right-wing candidates and campaigns - Healey retweeted the story and announced the investigation Saturday afternoon.

But Facebook said it received reports several days ago that the data was not deleted.

Kogan was not immediately available for comment.
