Report: Trump Wants Huge Cut to Clean Energy Research

President Donald Trump has focused heavily on prioritizing the extraction of fossil fuels and their export around the world, especially the coal sector, which has always been in decline.

According to a news article from the Environmental Defense Fund (EDF), President Trump plans to propose a 72% cut in funding for the Department of Energy's (DOE) Energy Efficiency & Renewable Energy programs, according to a leaked draft of the DOE budget for fiscal year 2019. The Trump administration asked for a budget of $636.1 million a year ago, a almost 70% reduction, but Congress balked. The U.S. government has been funded by continuing resolutions that freeze spending at existing levels. "We have ended the war on American energy, and we have ended the war on handsome, clean coal", he said.

It is unclear whether the document represents a final budget proposal or will be subject to last-minute negotiation and revision. The laboratory's 2017 budget of $293 million mostly came from EERE.

Last week, the administration approved steep tariffs on imported solar panels in a move decried by the industry, which said it would lead to thousands of job losses and stunt investment. Last year, the administration asked for $636.1 million, a decline of more than two-thirds, although Congress did not implement the request. Its SunShot Program has significantly reduced the total costs of solar energy.

According to draft budget documents obtained by the "Washington Post", Trump will ask for $575.5 million for the Energy Department's Office of Energy Efficiency and Renewable Energy (EERE), along with substantial staff cuts.

But it is far from clear that the cuts would become a reality.

"The president suggests a budget, but, under the Constitution, Congress passes appropriations bills", Sen. The newspaper's sources, who the Post said asked for anonymity, told the paper the Office of Management and Budget "insisted on deeper cuts". The department's budget is now $2.04 billion.

The document viewed by the Post is in draft form and could change before the White House makes it public. The majority of the department's budget goes to maintaining the nation's nuclear weapons stockpile and cleaning up sites contaminated by federal nuclear programs.
