He left it up to Kelly to "make that call" regarding whether to waive Kushner's security clearance. If Kelly revokes Kushner's clearance, he will not have access to some of the classified information contained in the presidential briefing.

Trump went on to describe the system for granting security clearances as "broken". But that access could soon be cut off - unless Trump steps in with a waiver. That's because sharing such information could compromise the special counsel's probe.

The security clearance issue drew more scrutiny after White House staff secretary Rob Porter's ex-wives accused him of abuse and he was forced to resign. Those with temporary "top secret" or higher clearances are expected to be bumped down to temporary "secret" clearances, which provide more limited access.

The White House maintains that Kushner's work will be unaffected by the change, but won't explain why.

The debate over security clearance has also heightened existing tensions between Kushner and Kelly.

Kushner has been working with an interim security clearance since his early days in the Trump administration.

But the president has the right to override clearances and show classified information to anyone, a stipulation the rules-averse Oval Office surely knows.

Trump, at a joint news conference with visiting Australian Prime Minister Malcolm Turnbull, said: "General Kelly respects Jared a lot and General Kelly will make that call" on how to resolve the issue.

But CNN reported earlier this month that dozens of White House officials have yet to receive full clearances from federal law enforcement.

In the call, Rosenstein did not say whether the information that had come to the attention of the Justice Department was learned by the FBI in its standard background clearance investigation of White House staff members.

The chief of staff ended the practice of routinely granting interim clearances back in September. But a White House official with knowledge of the matter said a slew of officials saw their clearances approved in late December and early January.
